Teaching case on the Mumbai Metropolitan Region Development Authority’s (MMRDA) Rental Housing Scheme (RHS)

I developed a comprehensive teaching case on this scheme launched in 2009, and closed in 2013. Proposed as a slum prevention programme, the scheme envisaged a partnership between private developers and the government to produce rental housing at scale. However, my finding was that the scheme was poorly conceived and was bound to fail to achieve its aim.

The teaching case (in full and parts) has been used in several teaching programmes for academic and practitioner audiences. The primary research data and and its archives are continuously used to advise other housing policy advisory projects.
