The Karnataka Slum Areas Development Policy, 2016

Drafting of the Government of Karnataka’s Slum Areas Development Policy 2016.

I co-led the formulation of a first-of-its-kind policy for the development of slum areas in the state. Using detailed survey data on slums across the state, we designed the policy with a framework for prioritization of interventions such as upgrading, reconfiguration and redevelopment. The policy was backed up by a governance framework, from notification of slums, to development and eventual denotification.

The policy became a key reference point for interventions targeted at slums in all urban areas of the state. We were able to demonstrate methods of prioritization, through evidence, the need for a scaled up programme for slum upgrading, and networking with city level infrastructure. The policy also laid the ground for private sector participation in slum development and redevelopment. We were able to deepen IIHS’s network with stakeholders in the housing and slum development sector.
